IEA Chief Proposes Iraq-Turkey Pipeline to Mitigate Hormuz Risk

Fatih Birol, the Executive Director of the International Energy Agency (IEA), has proposed the development of a strategic oil pipeline linking Iraq's Basra oil fields to Turkey's Mediterranean terminal in Ceyhan. The initiative is designed to shift the flow of energy exports away from the Strait of Hormuz, one of the world's most critical and geopolitically sensitive maritime chokepoints. In an interview with the Turkish newspaper Hürriyet, Birol highlighted that a Basra-Ceyhan link would be an extremely attractive project for both Iraq and Turkey. He emphasized that the pipeline would play a pivotal role in ensuring regional supply security, particularly from the perspective of European energy consumers who seek to diversify their import routes. Addressing the potential hurdles of such a massive infrastructure undertaking, Birol stated that he believes the financing issues can be overcome. He asserted that the current global environment provides the ideal timing to initiate the project. While the proposal is currently in the conceptual stage, the successful implementation of such a route would significantly reduce the systemic risk associated with potential disruptions in the Persian Gulf. By creating a land-based alternative to the Strait of Hormuz, the project would provide a critical safety valve for global oil markets during periods of heightened geopolitical tension.
