The refunds specifically apply to duties collected under the International Emergency Economic Powers Act (IEEPA). Other trade measures, including those under Section 301 and Section 232 of the Trade Expansion Act of 1962, remain active and are not subject to this refund process. The CBP is processing requests in stages, with the initial phase limited to entries finalized within the previous 80 days. UPS and FedEx have confirmed they are filing claims for shipments where they served as the importer of record, intending to pass those funds back to their customers automatically. While the process has begun, the timeline for capital return is not immediate. UPS indicated that it could take up to three months for the government to issue refunds to the carrier before they can be distributed to the end shippers. DHL has also implemented an automated process for similar shipments. The development comes amid political scrutiny, with President Donald Trump stating he would take note of companies that fail to seek these refunds for their clients.
