Because Social Security taxes are capped—with the 2026 limit set at $184,500—the rapid growth of high-earner incomes relative to lower-wage workers has meant that a smaller percentage of total national wages are subject to the tax. To restore the program's health, the Chief Actuary suggests that Congress must implement drastic measures. Potential solutions include increasing the program's income by one-third, decreasing scheduled benefits by one-fourth, or a combination of both strategies. Without such action, the program faces a structural deficit that could lead to a sharp reduction in payments for millions of Americans.
